Answer : Most spreadsheet programs, like Lotus or Excel, can do this. Check the online manual.

Answer : i cant draw it out for you, but think of it this way... draw a line through the center of the circle. then draw another line perpendicular to that line. you have now divided the circle into 4 parts. color 3 of those parts. 3/4 of a circle, voila!
